# Participation Process Integrity Metrics

**Intended user:** Decision owner, evaluator, public-interest reviewer, community facilitator, or auditor checking whether a process completed its declared obligations without scoring participants.

## Purpose

Use these metrics to inspect process integrity without surveillance. They document affected-group coverage notes, channel accessibility, response completion, disposition completeness, dissent preservation, correction use, and implementation follow-through.

The metrics apply to the process, not to individual participants. Do not infer demographic traits, rank contributors, assign ideology or trust scores, or treat low participation as evidence of agreement.

## Interpretation rules

- Counts reveal missing process steps; they do not measure participant quality.
- A high response count does not prove fairness or representation.
- A preserved dissent report may indicate process integrity even when consensus is absent.
- Deferred and rejected items require reasons, owners, and future review triggers where applicable.
- Implementation follow-through should link promised changes to evidence, not publicity claims.
