# Participation Access and Burden Record

**Intended user:** Participation designer, accessibility reviewer, community facilitator, public body, research team, or decision owner documenting whether people can participate safely and practically.

## Purpose

Use this record to document access supports and burdens before, during, and after a participation process. It covers disability access, language, connectivity, scheduling, childcare and other care burdens, technical literacy, compensation, privacy, retaliation risk, and alternative channels.

This record measures the process, not people. Do not infer disability, language, income, family status, identity, political belief, or demographic traits from participation behavior. Record known barriers, offered supports, and unresolved gaps without building participant profiles.

## Minimum practice

- Offer more than one channel when a single channel creates a known barrier.
- State whether compensation, childcare, translation, interpretation, transport, data costs, or schedule flexibility are available.
- Provide a lower-exposure route for sensitive contributions.
- Do not require public identity unless the decision truly requires it and the authority is disclosed.
- Publish known gaps and repair plans instead of claiming universal access.
