# Minority and Dissent Report

**Intended user:** Participants, facilitators, decision owners, auditors, community stewards, or reviewers preserving material disagreement without unnecessary identity exposure.

## Purpose

Use this report when a material disagreement should remain visible after a summary, vote, consultation, red-team review, or governance decision. The report preserves the substance of dissent, evidence, unresolved questions, requested remedies, and the decision owner's response without requiring public identity disclosure.

A minority report does not prove that a dissenting view is correct or representative. Its purpose is to prevent false consensus and keep review, correction, and future reconsideration possible.

## Review rules

- Summarize the argument, not the identity of the person making it.
- Publish evidence references where safe and lawful.
- Distinguish disagreement about facts, values, authority, risk tolerance, and remedy.
- Record the decision owner's response without rewriting the dissent into agreement.
- Keep unresolved items and future review triggers explicit.
- Do not infer representativeness from the number of signers or comments.
