VNWO means **Viability Node Work Observatory**. Application profiles reuse VNWO templates for bounded problem areas. They do not rename VNWO, create certification, or absorb authority from implementing systems or source domains.

## Virtual Networks Without Overreach

**Status:** Historical framing retained as a civic application profile; not the current expanded name

Use this profile for AI-assisted communities and virtual networks that need:

- actor disclosure;
- bounded authority;
- public memory and endpoint rules;
- reviewable decisions and refusal receipts;
- repair and appeal routes;
- export, revocation, forkability, and exit.

Use this profile to document algorithmic assistance, scheduling, ranking, moderation, review, or access decisions while preserving human review, correction, disconnection, revocation, export, and exit.

## Adoption rule

1. Select a profile only when its problem matches the system being described.
2. Name every source domain and retain implementation authority with the implementing organization.
3. Publish completed receipts rather than claiming the profile proves safety, fairness, viability, or compliance.
4. Use no-op or human review when evidence, authority, or review capacity is insufficient.
